Public policies for a digitalized world

Nokia government relations collaborates with governments, regulators, influencers and academia to drive policy environments that encourage investment in digital and broadband technologies. These technologies enable transformation towards a digital economy and society that will enhance productivity and the quality of life on a global scale.

The Fourth Industrial Revolution 

The Fourth Industrial Revolution will impact all sectors of our economy – energy, transportation, health, manufacturing, education and many more. The productivity gains as well as the positive social and environmental improvements will directly benefit billions of people while making our world safer, smarter and more efficient. Governments, regulators, industry players, non-governmental organizations (NGOs), academics and other decision-making bodies have a critical role to play in shaping our response to the effects of the Fourth Industrial Revolution. Policy makers need to develop an environment for the utilization of Fourth Industrial Revolution technologies that fuels the positives and mitigates the concerns.

Preparing society for the Fourth Industrial Revolution

Governments and society can prepare for the Fourth Industrial Revolution by:

  • Ensuring the availability of appropriate information and communications infrastructures
  • Adopting industry-driven global standards to create economies of scale and reuse existing technologies across industries
  • Fostering the development of platforms that promote interoperability, openness and the free flow of data
  • Understanding the evolution in the demand for skills. Skills development in a digital society should include learning agility, entrepreneurial and social skills, as well as technology awareness such as working with artificial-intelligence-enabled tools, augmented reality and virtual reality.

Enabling digitalization of industries and vertical sectors

Digitalization is critical for economic and social development, but all countries need to have the necessary policy and regulatory frameworks in place to enable digitalization. Research by the Broadband Commission for Sustainable Development, through a working group which was chaired by Nokia, supports countries in accomplishing that goal. The group’s study analyzed the policy and regulatory readiness for digitalization of five vertical sectors: agriculture, education, government, healthcare and transportation.

Telecom and data policies

Telecom and data policies to foster infrastructure investments and new services    

Information and communications networks, in particular 5G, are an important productivity enhancer and the backbone of the Fourth Industrial Revolution.  

In this ITU Telecom World 2019 interview, our global head of government relations Marc Vancoppenolle explains the benefits 5G networks are bringing to our economy and society here.

Accelerating the deployment of 5G

The following are our recommendations on how governments can accelerate the deployment of 5G infrastructure and services:

  • Ensure sufficient and timely availability of spectrum in low, mid and high bands to meet the capacity and coverage needs of 5G
  • Facilitate infrastructure investments by opening up access to physical real estate for 5G small cell infrastructure deployments. In this context, replicability of processes and simplification of installation regimes for small cells can help dramatically decrease deployment timelines and costs. Read more 
  • Ensuring new business models and services can flourish, with balanced net neutrality rules allowing 'quality of service' differentiation. In addition, cross border free flow of data is essential to incentivize and scale cloud-based services.
  • Find the right balance regarding access to data, data-protection and security, effectively protecting end users while enabling new digital services and supporting the development of artificial intelligence.

Promoting free and rules-based trade across the world

We engage in trade policy debates across the world to promote free and rules-based trade. We believe that everyone should benefit from the innovations that information and communication technologies (ICT) enable and accelerate, as those have an impact on global living standards.

The following are key actions that governments and policymakers can take to open the economy and create new business opportunities:

  • Facilitate free and rules-based trade in ICT products and services based on open, international markets.
  • Encourage country membership in WTO Information Technology Agreements to successfully promote the spread of ICT technology in participating economies. The elimination of import duties based on the agreement brings economic benefits to the ICT industry. Investors and traders benefit from improved market access, predictability and certainty, while end users enjoy more accessible high tech products.
  • Adopt global standards and certification instead of creating local barriers such as national standards, mandatory local certification and data localization, and duplicative testing at a national level. This will decrease the costs of providing connectivity and ensure the availability of the newest technologies.
